Coin Challenge - Clock

An analog clock with the hands at the 12 and 3 positions are featured in this coin
challenge.
What is the coin? Is it silver, gold or another metal? Did the coin circulate or is it a commemorative
coin? What is the denomination - a penny, nickel, dime, quarter, half dollar, dollar or another coin from early
coinage? Is the design from the obverse or reverse of the coin? (Scroll down for hints.)

Hints:
    - First, the image shows the clock portion of a tower

    - The tower is on an historic building between 250 and 280 years old

    - One of the building's rooms includes a rising sun chair

More hints posted on the blog on October 19:

Another set of hints from the blog on October 27:

    - A 14 month restoration project started in July 2010 in which part of the work includes new clock
faces and the clock’s structural supports reinforced, if necessary
